Preheat the oven to 350°F. Stir together chili powder, cumin and 1 tablespoon water. Brush onto tortillas and cut into strips. Arrange strips on a large rimmed baking sheet, seasoned-side up, and bake until crisp, about 10 minutes. Serve as is or break into smaller pieces.
