In a medium bowl, mix lamb with pepper and 1/2 teaspoon of the salt. Form into 8 small patties each about 3-inches across. In a large skillet, heat oil over medium-high heat until hot. Add patties and cook until cooked to your desired doneness, 3 to 4 minutes per side for medium.
Meanwhile, in a small bowl, combine skyr, sliced celery, chives and remaining 1/4 teaspoon salt. Serve burgers on toasted buns topped with skyr mixture and celery leaves.
