Preheat the oven to 350°F.
In an ovenproof medium skillet, heat oil over medium heat.
Add onion and cook until translucent, about 5 minutes.
Add capers and pepper to the skillet and cook for 1 minute.
Add tomatoes and stir to combine; heat to a gentle simmer.
Season paiche with salt.
Nestle fish into the tomato sauce and top with mint and goat cheese.
Bake fish until firm and cooked through, about 25 to 30 minutes.
